The County of Tehama is requesting proposals for operation of the regional transit systems for Tehama County, California which includes: Tehama Rural Area Express (TRAX), ParaTRAX and Medical Transportation Service (METS). Sealed proposals will be received at the above address by 4:00 pm, Monday, September 2, 2019. Proposals must be clearly marked “County of Tehama Transit Service Proposal” and bear the name of the agency, organization, or firm making the proposal.

The County operates three types of public transportation services: Tehama Rural Area Express (TRAX), the County fixed route system; ParaTRAX, a dial-a-ride (paratransit service for seniors 65 and older and persons with disabilities, and METS (Medical Transportation Service), a public private partnership which reimburses volunteer drivers while transporting community members to medical appointments, as outlined in the METS guidelines.

The successful proposer shall provide complete turn key operations for the County. All proposals shall be for the operations, maintenance, and repair of TRAX, ParaTRAX, and METS, as specified and in all respects, so the proposal contemplates and ensures a complete turn-key system such that nothing remains to be purchased, provided, or supplied by the County, other than noted in this RFP. It is understood by each Contractor that this RFP requires, in all cases, all elements of a complete operating system for TRAX, ParaTRAX, and METS.

The proposal must comply with the County's Disadvantaged Business Enterprise (DBE) Program in accordance with Title 49, Part 26 of the Code of Federal Regulations (CFR). The DBE goal established for this effort is 1%.

Bidders, Sub Contractors, Vendors, and Plan Rooms must register with CIP LIST Member Signup to view or download proposal documents.
